We reverse the September 24, 2002 order of the District Court, United States v. Fell, 217 F. Supp. 2d 469 (D. Vt. 2002), and remand the cause for further proceedings consistent with our opinion in United States v. Quinones, __ F.3d __ (2d Cir. 2002).
