In any other case, a foreign judgment of acquittal will constitute
res judicala for all legal purposes. A judgment of conviction
will constitute res judicata for purposes of determining
the person's status as a repeat offender or habitual criminal,
and for the civil consequences of said judgment, all of which
shall be determined by State law.
