The penal laws of the State also apply to criminal acts that,
according to international covenants or principles of international
law, are subject to the State law for reasons other than those
indicated above. Priority shall be given, however, to the foreign
Nation in whose territory the criminal act was committed, provided
that such Nation requests to try the case before proceedings start
in the State.
