(1) Whoever attempts to incite another to commit a felony or
whoever instigates another to do so shall be punished in accordance
with the provisions governing felony attempts. The punishment
shall be reduced in accordance with the provisions of § 49(l).
The provisions of § 23(3) shall correspondingly apply.
(2) Whoever declares his willingness, accepts an offer of another,
or agrees with another to commit or to instigate a felony shall
be similarly punished.
