The decreasing gravity of penalties will be considered in the
following order: Imprisonment for over one year, total disqualification
for more than five years; partial disqualification for over five
years; imprisonment not to exceed one year; fine exceeding one
hundred quotas; total disqualification not exceeding five years,
partial disqualification not exceeding five years; fine not exceeding
one hundred quotas.
