State law applies to every person, with only the following exceptions:
1. Foreign Heads of State within national territory, diplomatic agents of other States, and other persons similarly protected by principles of Intemational Law.
2. Those who, according to the State's Constitution, enjoy privileges
and immunities in certain areas.
