Faculty Senate Committee Charges

Academic Freedom and Responsibility (John Boot)


This committee shall review, report and recommend to the Senate matters concerning policies, procedures and actions within the University regarding academic freedom and academic responsibility.
  • assess ownership of distance learning and faculty concerns over copyrighting and intellectual property

Admissions and Retention (Troy Wood)


This committee shall review, report and recommend to the Senate matters concerning admissions to the University, the departments and to major fields, and matters concerning the recruitment of students.
  • continue your work on retention of students at the University
  • assess the composition of the undergraduate body, i.e.; demographics, international composition and countries of origin
  • assess quality of incoming students
  • quality of transfer students compared to entering freshmen
  • policies regarding acceptance of transfer students

Academic Planning (Diane Christian)

This committee shall review, report and recommend to the Senate matters concerning the future of the University and proposals for the formation, reorganization or dissolution of academic unit.
  • evaluate the concerns raised by faculty in two different departments of the School of Medicine
  • continue your work on the evaluation of problems at the Medical School at the University (this report should be forthcoming sometime in the spring of the next academic year,
  • continually review and recommend changes, as necessary, in the general education and general education assessment policies of the University
  • assess, where feasible, faculty recruitment efforts in the various decanal units.

Affirmative Action (Mattie Rhodes)

This committee shall appropriately consult, review, report and recommend to the Senate an affirmative action in the recruitment, appointment and retention of faculty members, and on matters concerning policies and practices conducive to the improvement of intergroup relations and communications and to the reduction of prejudice at the University.
  • your committee should look at issues regarding recruitment
  • retention of minority faculty across the campus to include Blacks, Hispanics, Native American, women and other minorities. Your Committee should work in conjunction with the President's Task Force on Race and Ethnics Committee chaired by Dr. Henry Durand. Loyce Stewart is an ex-officio member.

Athletics and Recreation (TBA)

This committee shall conduct regular reviews of general university policies encompassing all athletic activities at this university and report on these; carry out continuous liaison with the director of athletics and other appropriate university officers and committees concerned with the development and administration of university athletic program to the standards, principles, and policies of the various conferences and associations to which the university belongs; and carry out such specific studies or investigations regarding athletic affairs as may be assigned to it by the executive committee.
  • review the extramural programs on the campus
  • assess the degree nature of participation of the student body in these activities
  • continue to participate in the selection to perform a campus survey to assess recreational needs
  • update the faculty on the post-graduate activities of recent student athletes, in addition to the process in which the athletes are recruited
  • evaluate the process by which student athletes are recruited
  • collate post-graduate plans of the recent student athletes
  • continue the committee's participation in selection of a firm to assess recreational needs on campus

Budget Priorities (Susan Hamlen)

This committee shall appropriately consult, review, report and recommend to the Senate and shall advise the Senior Administration on matters concerning the development of the university budget and shall recommend criteria for the allocation for university budgeted funds related to the initiation, development, and implementation of the educational program.
  • continue the work of assessing part-time faculty; both tenured and non-tenured,
  • where appropriate, review how OTPS funds are developed across the University
  • assess the need for a uniformed process of IFR funding throughout the University
  • provide feedback to the administration on budget issues affecting the faculty
  • continually update the faculty on how the state budget is developed and how funds are allocated
  • assess ability and efforts of University to recruit new faculty.

Bylaws (Judith Hopkins)

This committee shall review, report and recommend to the senate matters concerning amendments to the Charter of the faculty senate and to the bylaws of the voting faculty, and matters concerning bylaws, standing orders and special orders of the senate.

Computer Services (John Ringland)

This committee shall review and report to the Senate matters concerning policies and procedures for the university computer services.
  • continue the work initiated in the past academic year to include the evaluation of open source technology
  • confidentiality on the internet
  • course evaluation on the internet
  • longevity of access
  • completeness of data and security of data

Elections (William Hepfer)

This committee shall review, report and recommend to the senate rules and regulations for the conduct of faculty elections and referenda (including, but not limited to, rules governing apportionment of senatorial seats to electoral units, consistent with article iv, paragraphs 3 and 4 of this charter); shall assign faculty members to electoral units consistent with the provision of article iv, paragraph 2 of this charter; and shall supervise faculty elections and referenda, administering the procedures, rules and regulations promulgated by the senate and by this charter.
  • develop a mechanism concerning the timely and appropriate holding of elections through the University. This year the committee will be charged with overseeing the nominations for election of a new Chair of the Faculty Senate.

Educational Programs and Policy (Ted Steegmann)

This committee shall review, report and recommend to the senate matters concerning academic policy in the university, including (but not limited to) undergraduate, graduate and professional degree requirements; graduation standards; faculty evaluation of academic performance of undergraduate students; and university facilities for educational program.
  • work in close conjunction with the Academic Planning Committee in evaluating the general education program and assessment programs mandated by the state university for the school
  • develop a university-wide coherent policy to enable students to move freely across the institution, from school to school (i.e., change of majors, joint degrees with mixtures of graduate and undergraduate components
  • evaluate the creation of stimulating experiences for students receiving scholarships below the Honors Program
  • please coordinate your activities in items 2 and 3 with the Student Life Committee

Facilities Planning (Joseph Zambon)

This committee shall represent faculty interest to the administration, the office of facilities planning, the UB Foundation, and others, with respect to: a) facilities needs for teaching, research, and other educational purposes; b) construction priorities; c) maintenance priorities and, as necessary, present to the senate information and issues relating to faculty interest in facilities; and monitor and, if necessary investigate operations and decisions pertaining to the physical plant which may affect the health, safety, convenience, comfort and academic effectiveness of faculty, staff and students.
  • continue the assessment of classroom quality
  • develop a policy for funded depreciation to maintain current facilities in a reasonable state of repair
  • determine the impact of increase size of the student body on instructional facilities
  • assess the instructional facilities in the hospitals and other outside venues for teaching in the clinical years
  • develop a plan for use of campus-wide facilities during periods of limited activity, e.g., intercession and summer recess

Governance (Dennis Malone)

This committee shall review, report and recommend to the senate matters concerning university governance and governance of academic units.
  • assess the process of faculty review of academic deans (Faculty Senate resolution passed in 1994 called for the assessment of this process five years after passage). This is 8 years since the original resolution was passed, and thus long overdue for reassessment)

Grading (William Baumer)

This committee shall from time to time review the grading policies of the university, including the range of grading options, the meaning of various grades, the applicable deadlines for submission of grades, procedures for grade changes, and other matters pertaining to grading that may be of faculty interest; and shall also monitor grade distribution and any apparent inflation or erosion of grades.
  • formulate a mechanism by which policies and grievance procedures are brought into concordance across the University to include professional schools.

Information and Library Studies (Helju Bennett)

This committee shall conduct a regular review of policies and practices of the university's library and other information resources and services including such matters as operational aspects, facilities, and general policies for future development; carry out a continuous liaison with the director of the libraries, the director of the educational communications center and other appropriate university officers concerned with the development, integration, and administration of information and library resources; and carry out such specific studies or investigations regarding informational and library resources as may be assigned to it by the executive committee.
  • continue to develop recommendations for archiving both print and electronic information
  • should develop a recommendation regarding centralization of library services throughout the university

Public Service and Urban Affairs (Robert Shibley)

This committee shall appropriately consult, review and recommend to the Senate matters concerning public service (public service being defined as a "form of scholarship that includes the generation, transmission, application and preservation of knowledge for the direct benefit of other communities in ways consistent with our University and academic unit missions.
  • should continue to develop processes by which service criteria can and should be considered for tenured appointments

Research and Creative Activity (John Ho)

This committee shall review, report and recommend to the Senate matters concerning University policies, procedures and actions regarding research and creative activity; University facilities for research and creative activity; funding for research and creative activity; and responsibilities and liabilities of researchers.
  • explore methods to involve undergraduates in research process and recommend methods to support such research

Student Life (Peter Nickerson)

This committee shall review, report and recommend to the Senate matters concerning student life; conduct regular reviews of university policy that affect or are of concern to students; and carry out a continuous liaison with appropriate administrative officers and student organizations on matters involving and affecting students.
  • include quality of student life on campus
  • accessibility of faculty to the student body
  • value of the Greek system and other social organizations on campus
  • the value of block assigns for enhancing student satisfaction
  • adequacy of financial aid for students
  • evaluation and recommendations regarding the Lee Road Master Plan
  • evaluate the creation of stimulating experiences for students receiving scholarships below the Honors Program

Teaching and Learning (Patricia McCartney)

This committee shall review, report and recommend to the Senate matters concerning the conduct of teaching within the University and procedures for the evaluation of such teaching.
  • continue to look into on-line course evaluations and coordinate that activity with the Computer Science Committee
  • continue to evaluate mechanisms for assessing teaching effectiveness
  • aid in the recommendation of faculty to staff the Center for Teaching and Learning Resources

Tenure and Privileges (Sam Schack)

This Committee shall review, report and recommend to the Senate maters concerning standards within the University regarding appointment, promotion and tenure of faculty, and matters concerning faculty rights and privileges.
