Joseph A. Syracuse, Ph.D., is the Director of the Atlantic OSHA Training Center and the Hazardous Materials Education Program for the Toxicology Research Center of the State University of New York at Buffalo.  He is responsible for the administration, curriculum design, development, content and quality, and instructor assignments for all courses conducted by the Toxicology Research Center.  In addition, Dr. Syracuse serves as an instructor for many courses and in this capacity he has the following instructor certifications: U.S.E.P.A. and N.Y.S.D.O.H. for asbestos abatement, N.Y.S. D.O.S. for a real estate professional course in Environmental Risk Evaluation and the Commonwealth of Massachusetts for lead abatement.  His degrees in Biology include a B.A. from Canisius College and an M.A. and Ph.D. from the University at Buffalo.

Dr. Syracuse has over 30 years experience in education and curriculum design at all levels.  He has provided training to workers and other professionals in environmental and occupational safety and health.  In addition, he has instructional experience at the primary and secondary school levels, as well as college, graduate and postgraduate levels.  He has designed curricula for occupational safety and health training to include HAZWOPER, asbestos and lead abatement, indoor air quality, Bloodborne Pathogens, etc.  He has also developed the curriculum in use by a local hospital to provide the occupational safety and health rotation training for medical residents.

Dr. Syracuse's experience in environmental and occupational safety and health operations dates from 1974 when he served as the environmental response officer for the U.S. Army at Fort Campbell, Kentucky.  He was responsible for all aspects of response raging from personnel training to response operations.  Additionally, he was responsible for all aspects of Nuclear, Chemical and Biological Defense training for all military units in a ten state area.  This included training in proper use and care of respirators and protective clothing as well as area decontamination and decontamination of personnel and equipment.
